Yes, that is due to Gapps (the one posted by OP is not working properly and .... users are complaining for that !!!)

About my experience on this PAC Man ROM

1. Battery is charging super fastly (and draining normally) (far better than the ROMs which takes 4hours for charging and discharging at the same rate)
2. Lots of customization available.
3. It's a good experience to have a ROM which can be crafted to any UI modes i.e. TABLET, PHABLET, PHONE
4. int2ext+ working
5. Super Slim.... 12MB still remaining in /system even after flashing the above prescribed Gapps and ODEXING the whole ROM (frameworks and apps).
6. Full of animations...(unbelievable) (good, but I would recommend using Seeder)

Camera app (crashes) (3rd party camera apps works)
PAC-MAN Settings > Init.d (crashes)
(I would also recommend to use another launcher)

CyanogenMod is based on the Android Open Source Project with extra contributions from many people within the Android community. First time installing OmniROM to your HTC Pico, or coming from another ROM:
- Read known issues and FAQs
- Copy GApps and OmniROM ZIPs to your SDCard
- Boot into Recovery
- DO A DATA WIPE / FACTORY RESET (otherwise your device will be stuck at boot)
- Flash OmniROM zip from SDCard
- Flash GApps zip from SDCard
- Reboot
